One action type at a time
Autonomy is granted per type of action, not as a global switch. Internal preparation is the safest place to start. External communication and financial activity are the last.
Use your own review history
If an action type has been approved repeatedly without edits, it is a candidate for more autonomy. If it is regularly edited, the workflow needs better context first.
Keep it reversible
Autonomy can be narrowed again at any time. Treat every widening as an experiment you can undo.
